M. Victor Borges
Mr. Borges was a Minister of Foreign Affairs, Cooperation and Communities of Cape Verde (2004-2008) and he is a Member of the Governing Body of UNESCO Institute for Lifelong Learning, in Hamburg (2008-2012). He was the Chairperson of the Council of Ministers of ACP Group (2005); Minister of Education and Human Resources Development (2002-2004); Member of the Executive Board of the UNESCO (2003-2007); Minister of Education, Culture and Sports (2001-2002) and Coordinator of Swiss cooperation office in Cape Verde, SDC (1995-2000).

Trainer and resource person for various national and international organizations in Cape Verde, Mr. Borges has tow Bachelors degree in Education Sciences (University of Paris VIII, 1979) and in Psychology (University of Nice, France, 1978), a Master’s degree in Psychology (University of Paris VIII, 1980) and a Two years of doctoral studies in Education and Development (University of Paris VIII, 1981-1983). He was the Chief of the technical assistance team for the launching of the vocational school of Praia, IBF, European Union (1995-1997); National Director of the Project “Training and Information on Environment”, PFIE, CILSS/EU (1990-1995); General Coordinator of education projects, Bureau of the Ministry of Education, funded by World Bank, and African Development Bank (1988-1990) and Director of primary education upgrading project, funded by WB (1987-1988).

Besides his skills in management, organizational development and capacity building; Education policies, planning, reforms and trainers training; International affairs, cooperation for development; Migration and development; Mr. Borges has interest and professional experience in other filed such as sport, culture and social change; promoting micro and small enterprises; social, local and urban development; population and environment issues.
